D’Ette F. Cowan, President

D’Ette Cowan is a graduate of the University of Texas at Austin and Baylor University. She served as a classroom teacher and principal in Hill County schools. After receiving her Doctor of Education degree in 2001, she worked as an educational researcher at a national education laboratory located in Austin. Dr. Cowan is married to Kyle Cowan and has three sons and five grandchildren.


Beth Dohoney Kennard, Vice President

Betsy Dohoney Kennard graduated with a bachelors in psychology from Baylor University, and received her doctorate in clinical psychology from Baylor in 1984. She has worked as a child psychologist in Dallas since graduation. She is currently a Professor in Psychiatry, the Program Director of the Doctoral Program in Clinical Psychology at UT Southwestern Medical Center, and the Program Director of an intensive outpatient program for suicidal youth at Children’s Health. Dr. Kennard is married to Rusty Kennard and has two daughters and one son. 


Paul Baker, Secretary

Paul Baker is a graduate of Texas A&M University, class of 1975. He has worked in the real estate field as a broker, appraiser, title examiner, and right-of-way agent. Mr. Baker is retired from Brazos Electric Power Cooperative, Inc. as a Senior Right-of-Way Agent with the SR/WA designation.  He is married to Debbie Baker and they have two daughters, one son, and four grandchildren.


Andrew L. Smith, Treasurer

Mr. Smith is a graduate of Baylor University.  He is President of Citizens National Bank in Hillsboro where he has been associated for over thirty years.  Mr. Smith served two terms as Mayor of Hillsboro and has served on the Hill Regional Hospital Board of Directors and numerous other boards and projects that improve the quality of life of Hill County citizens. He and his wife Karen have three sons.


John B. Tuggle, Compliance Officer

John Tuggle is a graduate of the University of Texas at Austin and the American Institute of Foreign  Trade.  He worked for Corn Products in their New York and Chicago offices before returning to Texas and becoming associated with Robertson Grain Co. He was married to the late Denise Robertson Tuggle and has one daughter and one grandson.


Betty R. Dohoney, Director

Betty Dohoney is a graduate of the University of Texas at Austin and Baylor University Law School. She served as Associate Dean and Professor at Baylor University Law School and practiced law in Hill County for many years until her retirement. She was married to the late Judge Robert G. Dohoney and has three adult children and seven grandchildren. In 2009, in recognition of their many achievements and contributions, Judge and Ms. Dohoney were honored as inductees into the Hillsboro Chamber of Commerce Hall of Fame.
